Non me ne intendo di VoIP, ma per marcatura dei pacchetti presumo
intendano il settaggio del TOS, che può essere utilizzato come
parametro per il QoS.

Per informazioni sul settaggio del TOS sotto GNU/Linux

man iptables
e
iptables -j TOS -h

Ipotizzo che il servizio Voip richieda come TOS il valore
Minimize-Delay - 16 (0x10)
