South Dakota's state government is eschewing web filtering technology in the
enforcement of its Internet acceptable use policies.  Instead, web logs are
sporadically checked, and violators are dealt with severely through either
suspension or termination.  The governor's spokesman, Bob Mercer, said it
best: "People are adults, and if they can't be adults they have to pay the
consequences".  And frankly, the existing crop of content-checking web
filters and "babysitting" proxies just don't work.  There are always going
to be people accessing what they shouldn't be and others being denied access
to legitimate material.  So, until this trend changes, I wouldn't be
surprised if we hear about even more organizations taking a page out of
South Dakota's book and firing their babysitters.
