Instead, web logs are sporadically checked, and violators are dealt with severely through either suspension or termination. The governor's spokesman, Bob Mercer, said it best: "People are adults, and if they can't be adults they have to pay the consequences". And frankly, the existing crop of content-checking web filters and "babysitting" proxies just don't work. There are always going to be people accessing what they shouldn't be and others being denied access to legitimate material.
