Credo che il problema sia questo. Se tu aggiungi una arp statica 
IP1-MAC1 e un'altra IP2-MAC2 e i 2 ip sono statici funziona tutto.
Ma se hai un dhcp server e' possibile che lui assegni IP1 a MAC2 e IP2 a 
MAC1. Quindi la tua associazione statica fallisce. Ecco perche' (a meno 
di non avere a tua volta un dhcp server che assegna staticamente gli 
indirizzi). la contromisura delle entry statiche con il dhcp non va.
